Bird Feeders

I live on the second floor of an apartment building and I have a wonderful balcony that looks out into a heavily wooded area (have our cities protected park in my back yard) I put up a hanging bird feeder in the hopes of attracting some birds out of the woods. So far, I haven’t seen any and I’m wondering if they will ever find the feeder and if it’s just a matter of time. The seed I have in the feeder is a mix of corn, sunflower, wheat, milo, peanuts, and white millet. Any thoughts?

I had the birdfeeder in a tree at first but had to take it down because of squirrels - turkeys, etc. Everything jumped from my porch into the feeder. I then hung the feeder in another tree. I put a homemade baffle on it (a large plastic planter with a hole drilled in the middle). The “baffle” came to the middle of the feeder and larger birds (Northern Cardinals) couldn’t get to the seed. I saw everything in the feeder including squirrels. I changed the baffle so I can see the birds better and to let the larger birds in and to maybe prevent the squirrels from getting in. I have not seen one bird since. It has been rainy for a few days - could that be it? Or is it the new baffle?

I have this bird feeder and I noticed that birds pick seeds and now hundreds of seeds are on the ground. My question is, Is it ok to pick up those leftovers seeds and put them back in the bird feeder? If not, why?
