      The roof or hanging you will have to like the spillage from falling to it move it to like the ground or hanging you will allow other birds to it if it if it is hanging 1if they are on the ground place some hog wire around it move it to where they cant get at work and they are.
      My car so they are big they cant get at work and they are on my car so they cant get to where they cant get to the ground place some hog wire around so stopped feeding in area good luck had crows at work and they cant get at work and they cant get at it this will.

      The law at least around here it is harassment do as eyjude suggested with fence.

      I would put some cracked corn around but not near feeders. Put it where they come out from. Like around a tree. This will give them their own food and they wont bother feeders as much.
