I have a bird feeder positioned on a banister sticking out in to a court yard.How do I attract birds?No Luck?

Can you tie a small tree branch with many limbs (about 2′ long) to the banister sticking out? If birds have a place to set they are more apt to find the feeder. Once they do find it they’ll frequent it.
