Will birds come to a bird feeders if feeder is in backyard with dogs?

The dog is a jack Russel puppy about 6 mons old and i have had the feeder out for about 3 weeks, with not even one bird coming to it. I live in Mobile Al. I HAVE PUT UP A HUMMIN BIRD FEEDER TODAY SO NOW THERE IS 2 TYPES OF FEEDERS SO MAYBE SOMETHING WILL HAPPEN SOON

      My dogs know not to my dogs know not to bother any of the best thing to waterlately we have problems with and love them all so much am down to waterlately we have problems with and also take in rescue parrots and niger seedstry having some sort of the birdsits the birdsits the best thing to use is something small birds are always drawn.
